This section designates America's National Churchill Museum at the College—including the Winston Churchill Memorial listed on the National Register of Historic Places—as America's National Churchill Museum National Historic Landmark. It authorizes the Secretary of the Interior, in consultation with the state, city, and college, to enter into cooperative agreements with public or private entities to protect historic resources and provide educational and interpretive facilities and programs at the landmark and to provide technical and financial assistance to such entities. It specifies that the designation does not prohibit actions by property owners (including the college) or affect administration of the landmark by the state, city, or college.
This section directs the Secretary of the Interior to conduct a special resource study (SRS) of the Landmark in accordance with 54 U.S.C. 100507, evaluating its national significance; determining suitability and feasibility for designation as a National Park System unit; considering alternatives for preservation, protection, and interpretation by federal, state, local, or private entities (with cost estimates for federal acquisition, development, operation, and maintenance); and consulting interested parties. The Secretary must submit a report on the results, conclusions, and recommendations to the Senate Committee on Energy and Natural Resources and the House Committee on Natural Resources not later than three years after funds are made available. (As background, SRSs assess areas for potential inclusion in the National Park System, which protects sites of national historic, cultural, or natural significance.)
