S. 651 — Unplug the Electric Vehicle Charging Stations Programs Act

This section repeals the charging and fueling infrastructure discretionary grant program (i.e., 23 U.S.C. 151(f)) by— (1) striking its authorization of appropriations in sec. 11101(b)(1)(C) of the Infrastructure Investment and Jobs Act (Public Law 117–58), redesignating subsequent subparagraphs, and updating a cross-reference; and (2) striking the subsection and removing a reference to grant funds in 23 U.S.C. 151(e)(2). (Thus, the Department of Transportation may no longer award such grants to states, localities, or private entities for deploying electric vehicle charging, hydrogen, propane, or natural gas fueling infrastructure along designated alternative fuel corridors.)

This section rescinds all unobligated amounts appropriated for the National Electric Vehicle Infrastructure (NEVI) Formula Program under the Infrastructure Investment and Jobs Act (IIJA) and terminates the program upon enactment. (The NEVI Formula Program provides $5 billion in formula grants to states through FY2026 for deploying publicly accessible electric vehicle charging infrastructure along designated highway corridors.)
