S. 656 — Fair Credit for American Hostages Act of 2025

This section amends the Fair Credit Reporting Act (FCRA) by adding new section 605D, which prohibits consumer reporting agencies described in FCRA section 603(p) (i.e., nationwide consumer reporting agencies) from furnishing consumer reports containing any adverse item of information about a covered consumer during the period the individual was unlawfully or wrongfully detained abroad (as determined under 22 U.S.C. 1741(a)) or taken hostage abroad (as determined by the Hostage Recovery Fusion Cell under 22 U.S.C. 1741b), upon authentication of documentation from the Special Presidential Envoy for Hostage Affairs or the Fusion Cell. (Thus, such consumers' credit histories are protected from negative marks incurred during captivity.) It also makes a conforming change to the FCRA table of contents.
