S. 66 — Transparency in Bureaucratic Communications Act

This section amends semiannual reporting requirements under the Inspector General Act of 1978 (5 U.S.C. 405(b)) by adding a new paragraph (23) that requires Inspectors General to include in reports to Congress a detailed description of the contents and circumstances of any communications, or attempted communications, between the establishment and any internet computer service, information content provider, or access software provider (as defined in Section 230(f) of the Communications Act of 1934 (47 U.S.C. 230(f))). Such descriptions must cover (1) communications regarding content moderation (as described in Section 230(c)(2)); (2) user content, including posts, photos, and videos; and (3) any other communications relating to the service, provider, or software provider's data inputs, algorithms, modeling and simulation processes, analysis tools, or related tools. (As background, Section 230(c)(2) immunizes providers and users of interactive computer services from civil liability for good-faith actions to restrict access to material they consider obscene, lewd, excessively violent, or harassing.)
