This section reorganizes the National Institute of Allergy and Infectious Diseases (NIAID)—which conducts and supports research, training, health information dissemination, and other programs on allergies, immunology, and infectious diseases—by (1) renaming it the National Institute of Allergic Diseases and narrowing its purpose to allergic diseases and disorders (from allergic and immunologic diseases and disorders and infectious diseases, including tropical diseases); (2) establishing the National Institute of Infectious Diseases to conduct and support such activities on infectious diseases, including tropical diseases, and transferring relevant authorities from former NIAID sections 447A and 447B; and (3) establishing the National Institute of Immunologic Diseases to conduct and support such activities on immunologic diseases and disorders, and transferring relevant authorities from former NIAID sections 447 and 447C. The section terminates the NIAID director position upon enactment—with interim oversight by the NIH Director until new directors are appointed—and requires the President, by and with the advice and consent of the Senate, to appoint directors of the three institutes for 5-year terms (one reappointment permitted). The section updates the statutory list of NIH national research institutes and centers to include the three institutes (increasing the total to 29 from 27), makes conforming amendments to related authorities, and directs the NIH Director to ensure orderly transitions of responsibilities.
