This section establishes the CCP Initiative in the National Security Division of the Department of Justice to counter Chinese Communist Party (CCP) threats to the United States, including through enforcement against espionage, IP theft, hacking, and economic espionage; development of strategies concerning nontraditional collectors (i.e., researchers in labs, universities, and the defense industrial base); implementation of CFIUS authorities for DOJ; identification of relevant Foreign Corrupt Practices Act cases; protection of critical infrastructure; and investigation and reporting on investments by restricted Chinese companies on the Entity List or identified as Chinese military companies. Subsection (b) requires consultation with relevant DOJ components, the FBI, and other federal agencies. Subsection (c) requires the Initiative to be separate from other DOJ nation-state threat programs, with resources dedicated solely to the CCP Initiative. Subsection (d) requires an annual report to specified congressional committees on the Initiative's progress and challenges, including coordination effectiveness, CCP capabilities in trade secret theft and hacking, analysis of CCP use of unmanned aircraft and related elements, and economic losses to the United States from such activities. Subsection (e) sunsets the authority 6 years after enactment. Subsection (f) includes a severability clause.
