This section defines key terms for purposes of the Act, including (1) Foundation as the Theodore Roosevelt Presidential Library Foundation, (2) Library as the Theodore Roosevelt Presidential Library to be located in Medora, North Dakota, and (3) Secretary as the Secretary of the Interior.
This section authorizes the Secretary of the Interior to provide grants totaling up to $50 million to the Theodore Roosevelt Presidential Library Foundation for establishing the Theodore Roosevelt Presidential Library to preserve and make publicly available materials relating to President Theodore Roosevelt's life and to provide related interpretive and educational services. Grants are subject to a matching requirement that the Foundation first raise or receive at least $100 million from the State of North Dakota or non-Federal sources and are prohibited from use for the Library's maintenance or operation. The section further (1) directs the Secretary to enter into agreements within 180 days of enactment to loan Federal artifacts and objects (particularly those not on public display) from the National Park Service, U.S. Fish and Wildlife Service, and other Interior bureaus to the Foundation at no cost, subject to preservation and exhibition terms; and (2) prohibits Federal involvement in the Library's operation except upon request of the non-Federal operator and in accordance with applicable law.
