S. 683 — More Behavioral Health Providers Act of 2025

This section expands the Medicare health professional shortage area (HPSA) bonus program by (1) retaining the 10% bonus payment on Part B physician services (excluding specified health services) furnished in a HPSA, (2) establishing a new 15% bonus payment on specified health services furnished in a mental health HPSA, and (3) extending bonus eligibility to applicable practitioners (i.e., physician assistants, nurse practitioners, clinical nurse specialists, clinical social workers, clinical psychologists, marriage and family therapists, and mental health counselors) for such specified services. Specified health services are Part B-covered services furnished on or after January 1, 2024, for diagnosis, evaluation, or treatment of mental health disorders or substance use disorders (including co-occurring conditions). (As background, the HPSA bonus program incentivizes physicians to furnish services in geographic areas with provider shortages.)
