S. 70 — A bill to require the imposition of sanctions with respect to Ansarallah and its officials, agents, or affiliates for acts of international terrorism.

This section directs the President to designate Ansarallah (i.e., the Houthi movement or any alias thereof) as a foreign terrorist organization under 8 U.S.C. 1189 not later than 30 days after enactment. (As background, such designation—normally at the discretion of the Secretary of State upon finding that the organization is foreign, engages in terrorist activity threatening U.S. nationals or national security, and following a seven-day prior notice to congressional leaders—subjects the organization to sanctions including prohibitions on material support under 18 U.S.C. 2339B, immigration inadmissibility for members and supporters, and asset blocking by the Treasury.) Not later than 30 days after the designation, the President must submit to the Senate Committee on Foreign Relations and House Committee on Foreign Affairs a determination as to whether Abdul Malik al-Houthi, Abd al-Khaliq Badr al-Din al-Houthi, or Abdullah Yahya al-Hakim is an official, agent, or affiliate of Ansarallah.
