S. 700 — A bill to require the Secretary of Agriculture to convey the Pleasant Valley Ranger District Administrative Site to Gila County, Arizona.

This section directs the Secretary of Agriculture, if requested by Gila County, Arizona, within 180 days of enactment, to convey to the county all U.S. right, title, and interest in approximately 232.9 acres of National Forest System land (including improvements) in the Tonto National Forest, as depicted on the specified map entitled “Pleasant Valley Admin Site Proposal” dated September 23, 2021, with exact acreage and legal description to be determined by survey. The conveyance is without consideration, by quitclaim deed, subject to valid existing rights and other terms the Secretary deems appropriate to protect U.S. interests; the county must pay all associated costs, including survey, environmental analysis, and National Historic Preservation Act compliance. The conveyed land must be used only to serve and support Armed Forces veterans, with all right, title, and interest reverting to the United States if used otherwise, at the Secretary's discretion. Notwithstanding CERCLA section 120(h)(3)(A) (42 U.S.C. 9620(h)(3)(A))—which generally requires federal property conveyances to include covenants assuring necessary remediation of hazardous substances has been or will be completed prior to use—the Secretary is not required to provide any such covenant or warranty.
