S. 73 — EMPSA

This section establishes eligibility for Supplemental Security Income (SSI) benefits—payable monthly to low-income aged, blind, or disabled individuals—for individuals who have attained 18 years of age and are diagnosed with an intellectual or developmental disability, provided their countable income does not exceed $1,752 (or the amount determined under current-law indexing in 42 U.S.C. 1382f) and countable resources do not exceed the single-individual limit of $2,000 (or the amount determined under current-law adjustments in 42 U.S.C. 1382(a)(3)(B)). It sets the SSI benefit for such individuals at the single-individual rate of $1,752 (or the amount determined under current-law indexing), reduced by the individual's countable income regardless of marital status; eliminates deeming of a spouse's income or resources in determining such an individual's eligibility or benefit amount; and applies these changes to benefits for months beginning more than 180 days after enactment. (Thus, married individuals with intellectual or developmental disabilities may qualify based solely on their own income and resources using single-individual limits.)
