S. 730 — African Burial Ground International Memorial Museum and Educational Center Study Act

This section defines terms used in the Act, including "Museum" as the African Burial Ground International Memorial Museum and Educational Center, "National Monument" as the African Burial Ground National Monument in New York City, New York, "Secretary" as the Secretary of the Interior acting through the Director of the National Park Service, and "State" as the State of New York.

This section directs the Secretary of the Interior, in consultation with state and local historic preservation officers, historical societies, tourism offices, and other entities, to conduct a study on the suitability and feasibility of establishing the African Burial Ground International Memorial Museum and Educational Center at the African Burial Ground National Monument (a National Park Service site in New York City preserving a historic cemetery used for burials of enslaved and free Africans from the late 17th to late 18th century). The study must assess the museum's purposes (e.g., serving as a memorial to the enslaved, examining slavery and African cultural traditions, providing exhibits and collections, and fostering collaborations with the National Museum of African American History and Culture and others) and include analysis of (1) available collections, including distinctive artifacts and DNA samples; (2) opportunities for public understanding of the slave trade and slavery; (3) stakeholder involvement and financial planning; (4) suitable management entities; and (5) public support for locations such as 22 Reade Street or within the monument; the Secretary must submit a report on the results, including costs, to the Senate Committee on Energy and Natural Resources and the House Committee on Natural Resources not later than three years after funds are first made available.
