S. 753 — Strengthening Exports Against China Act

This section revises the Export-Import Bank of the United States (EXIM Bank) freeze on its $135 billion limit on outstanding loans, guarantees, and insurance—triggered if the default rate under 12 U.S.C. 635g(g)(1) reaches 2% or more for a quarter—by excluding from that rate calculation any entity in default if the Bank determines the financing (1) facilitated replacement of or competition with a product or service provided by an entity on the Commerce Department's Entity List or a Treasury SDN-listed person (or entity 50% owned by such persons), or (2) was provided under EXIM's Program on China and Transformational Exports. (Thus, such excluded defaults do not count toward the 2% threshold.)
