S. 758 — Apprenticeships to College Act

This section directs the Secretary of Labor, not later than one year after the date of enactment, to enter into an interagency agreement with the Secretary of Education to promote integration of programs under the national apprenticeship system with secondary, postsecondary, and adult education and to submit the agreement and any modifications to the House Committee on Education and Workforce and the Senate Committee on Health, Education, Labor, and Pensions. The agreement must describe how the Secretaries will support the Registered Apprenticeship College Consortium—a consortium of postsecondary institutions, related instruction providers, sponsors, qualified intermediaries, and employers—to strengthen connections between national apprenticeship programs and participating two- and four-year postsecondary institutions, including by (1) supporting data sharing systems to track title IV Higher Education Act financial aid recipients' enrollment in or completion of postsecondary coursework during apprenticeships; (2) providing guidance on aligning funding and requirements under the Carl D. Perkins Career and Technical Education Act of 2006, Rehabilitation Act of 1973, and Higher Education Act of 1965; (3) requiring consortium participants to enter agreements for articulation with apprenticeship sponsors, academic credit for related instruction and credentials, and electronic transcripts; (4) providing technical assistance on eligible uses of title IV financial aid, including Federal Work-Study (20 U.S.C. 1087-51 et seq.), for apprenticeship related instruction; (5) providing information to consortium participants on apprenticeship programs, development, funding resources, and intermediaries; and (6) supporting a public website with consortium details, programs, credentials, occupations, and model agreements and assessments. This section specifies that no institution of higher education or apprenticeship sponsor is required to participate in the consortium.
