S. 774 — WHO is Accountable Act

This section prohibits the use of funds by any federal department or agency to seek U.S. membership in the World Health Organization (WHO) or to provide assessed or voluntary contributions to the WHO until the Secretary of State certifies to Congress that the WHO has met the following conditions: (1) adopted reforms to ensure humanitarian assistance is not politicized and reaches those most in need; (2) is not under the control or significant malign influence of the Chinese Communist Party; (3) is not involved in covering up the Chinese Communist Party's COVID-19 response; (4) grants observer status to Taiwan; (5) is not diverting humanitarian or medical supplies to Iran, North Korea, or Syria; (6) has established mechanisms to increase transparency and accountability and eliminate waste, fraud, and abuse; (7) has ceased funding, engagement, and messaging on non-germane issues such as gender identity and gender-affirming care, climate change, and abortion access; and (8) has agreed that no WHO directive is legally binding on U.S. citizens or states as a condition of U.S. membership.
