S. 778 — Lactation Spaces for Veteran Moms Act

This section requires the Secretary of Veterans Affairs to ensure that each Department of Veterans Affairs (VA) medical center contains a lactation space—a hygienic, private area (other than a bathroom) that is shielded from view, free from intrusion, accessible to individuals with disabilities (including wheelchair users), equipped with a chair and working surface, easy to locate, clearly signed, and available for women veterans and the public to express breast milk. The Secretary must achieve compliance at not fewer than 80% of medical centers within two years of enactment and at all medical centers within three years. Additionally, the Secretary must submit annual reports to the congressional veterans' affairs committees beginning one year after enactment—detailing compliant and noncompliant medical centers, actions and timelines to address deficiencies—until confirming full compliance across all centers.
