S. 782 — Expanding Local Meat Processing Act of 2025

This section directs the Secretary of Agriculture, not later than one year after enactment, to revise regulations to exempt small packers from prohibitions on packer ownership interests in market agencies handling consigned livestock. (As background, such prohibitions under Packers and Stockyards Act regulations prevent conflicts of interest that could harm livestock producers.) Small packers are those with cumulative slaughter capacity of less than (1) 2,000 cattle or sheep per day or 700,000 per year; or (2) 10,000 hogs per day or 3,000,000 per year. It further requires market agencies with ownership interests in, financing of, or management participation in such packers to disclose the packer's name and relationship nature on the account of sale.
