S. 800 — Precision Brain Health Research Act of 2025

This section modifies the Precision Medicine for Veterans Initiative (i.e., Department of Veterans Affairs research program on precision medicine for veterans' PTSD, traumatic brain injury, suicide risk, and related conditions). Specifically, it (1) expands the initiative's scope to include repetitive low-level blast exposure and dementia (from such other mental health conditions); (2) requires a data-sharing partnership with the Department of Defense—including Department-wide data from the Armed Forces, Special Operations Command, and neurotrauma consortia—stored in an open platform; (3) directs repetitive low-level blast exposure research, including a big-data assessment of interventions (categorized by military occupational specialties and units), at least two large-scale implementation studies, a translational study on growth hormone replacement therapy, and at least four quality improvement studies on diagnosis and care; (4) requires a contract with the National Academies of Sciences, Engineering, and Medicine—within 60 days of enactment—for biomarker validation and biennial reports to congressional Veterans' Affairs Committees; (5) directs an assessment of all translational research under the initiative (including under the new blast exposure research), with a report to the Committees within 60 days of completion; (6) requires biennial reports to the Committees on the initiative, including recommendations for administrative and legislative action; and (7) authorizes $5 million annually for FY2025 through FY2034.
