S. 810 — No Cuts to Public Schools Act

This section establishes supplemental appropriations, effective 30 days after enactment of a regular appropriations Act for FY2025, FY2026, or FY2027, for 13 specified critical K-12 education programs—including the Individuals with Disabilities Education Act (IDEA), multiple parts of title I (aid to disadvantaged students), title II (teacher training), title III (English learners), title IV (safe schools), title V, title VI (rural education), and title VII (impact aid) of the Elementary and Secondary Education Act of 1965 (ESEA), and subtitle B of title VII of the McKinney-Vento Homeless Assistance Act (education for homeless children)—equal to any reduction below FY2024 levels (as specified in explanatory statements). Such amounts remain available until expended. (Thus, these programs are held harmless from funding cuts relative to FY2024 in regular appropriations.) This section exempts its budgetary effects from Statutory PAYGO and Senate PAYGO scorecards.
