This section declares congressional findings concerning the recreational trails program under 23 U.S.C. 206, including that (1) the program funds trail development and maintenance benefiting diverse users (e.g., hikers, bicyclists, snowmobilers, off-road vehicle users), operates under a user-pay model funded annually at approximately $84 million from nonhighway recreation fuel taxes despite $281 million in such taxes paid into the Highway Trust Fund; (2) an accurate estimate of nonhighway fuel taxes collected is necessary and must be provided to Congress by the Federal Highway Administration at least one year before anticipated expiration of funding for Federal-aid highways, highway safety programs, and transit programs; and (3) the program should be funded through the Transportation Alternatives Program under 23 U.S.C. 133(h) without affecting other Federal highway programs.
