S. 816 — Increasing American Jobs Through Greater United States Exports to Africa and Latin America Act of 2025

This section requires the President to develop and submit to specified congressional committees, within 200 days of enactment, a comprehensive strategy for public and private investment, trade, and development in Africa and Latin America and the Caribbean that aims to increase U.S. exports of goods and services to those regions by 200% in real dollar value within 10 years of enactment, along with a progress report three years after enactment; directs the Secretary of Commerce to designate a Special Africa Export Strategy Coordinator and a Special Latin America and the Caribbean Export Strategy Coordinator to oversee and coordinate implementation with interagency partners (e.g., Trade Promotion Coordinating Committee, U.S. and Foreign Commercial Service, and development finance institutions); expresses the sense of Congress that the Secretary and other officials conduct joint trade missions to those regions within one year of enactment; and directs the President to develop a plan to standardize and provide training within one year of enactment on export financing and promotion programs (i.e., Export-Import Bank, U.S. International Development Finance Corporation, Small Business Administration, and U.S. Trade and Development Agency) for all overseas U.S. and Foreign Commercial Service officers, Department of State economic officers, and USAID economic officers. (The U.S. and Foreign Commercial Service, housed in the International Trade Administration, promotes U.S. exports abroad, particularly by small and medium-sized businesses.)
