S. 835 — Reduce Food Loss and Waste Act of 2025

This section establishes a voluntary Food Loss and Waste Reduction Certification Program under the Agricultural Marketing Act of 1946 to certify eligible participants (e.g., federal contractors, governments, corporations, farms, grocers, restaurants, schools) that donate apparently wholesome excess food to nonprofits or use alternative disposal methods (e.g., animal feed, anaerobic digestion, composting) and to promote certified participants. The Secretary of Agriculture must, not later than 18 months after enactment, (1) publish certification criteria requiring 12 consecutive months of documentation on donated or disposed food quantities, developed with stakeholder input and subject to periodic revisions published 270 days before effectiveness; (2) recognize accreditation bodies and enable them to accredit third-party certifiers (with preference for universities), which certify qualifying participants; and (3) publish lists of accreditation bodies and certifiers on USDA's website. The Secretary must promote certified participants through voluntary labels and communications (e.g., website listings, events).

This section directs the Secretary of Agriculture, the Commissioner of Food and Drugs, and the Administrator of the Environmental Protection Agency to revise the agreement signed on December 17, 2020, relating to cooperation and coordination on food loss and waste, in accordance with section 210B of the Agricultural Marketing Act of 1946 (as added by section 2).
