S. 850 — Northern Border Security Enhancement and Review Act

This section amends the Northern Border Security Review Act (P.L. 114-267) as follows: (1) revises the northern border threat analysis requirement in Section 3(a) to require submission by September 2, 2025, and every three years thereafter (from 180 days after enactment of P.L. 114-267), and adds a new assessment of recent changes in the amount and demographics of apprehensions at the northern border, including sector-level analysis; (2) requires the Secretary of Homeland Security to update the department's northern border strategy by September 2, 2026, and every five years thereafter, incorporating the most recent threat analysis; (3) requires a classified briefing to the appropriate congressional committees within 30 days after submission of each threat analysis; and (4) directs the Secretary, acting through the Executive Assistant Commissioner of Air and Marine Operations of U.S. Customs and Border Protection, to develop performance measures within 180 days after enactment of this Act to assess the effectiveness of Air and Marine Operations in securing the northern border between ports of entry in the air and maritime environments. (As background, P.L. 114-267 directed DHS to conduct an initial threat analysis of northern border security challenges and develop a related strategy.)
