S. 854 — Risky Research Review Act

This section establishes the Life Sciences Research Security Board as an independent agency within the executive branch to review proposed federal funding for high-risk life sciences research (i.e., dual use research of concern involving a high-consequence pathogen, or gain-of-function research). It defines key terms, including dual use research of concern (e.g., research enhancing pathogen transmissibility, virulence, or immune evasion, or reconstituting eradicated pathogens); high-consequence pathogen (e.g., influenza A virus, SARS-related coronaviruses, Ebola, smallpox, Yersinia pestis, select agents); and life sciences research (i.e., study or use of living organisms, viruses, or their products, including biotechnology and biomedical techniques). The section further addresses Board membership and personnel, mission and functions, agency referral procedures, Board review process, GAO audits, and funding.
