S. 87 — Let's Get to Work Act of 2025

This section revises Supplemental Nutrition Assistance Program (SNAP) work requirements applicable to able-bodied adults without dependents (ABAWDs)—generally individuals ages 18-50 not otherwise exempt who are limited to three months of benefits in a 36-month period absent 20 hours per week of work, training, or volunteering—as follows: (1) extends the benefit limit without compliance to 6 months (consecutive or otherwise) (from 3 months) for a parent or other household member responsible for a dependent child; (2) narrows exemptions by raising the age threshold to over 60 years of age (from 50 years of age or older) and limiting the dependent child care exemption to children under 6 years of age (previously any dependent child); (3) adds an exemption for an individual responsible for a dependent individual (i.e., potentially including non-child household members such as elderly or disabled persons) who is married to and resides with a spouse complying with work requirements; and (4) makes conforming amendments to state waiver provisions that disregard certain exemptions when seeking federal approval to suspend ABAWD requirements in high-unemployment areas and to SNAP quality control procedures.

This section establishes work requirements under SNAP (Food and Nutrition Act of 2008, section 6(o)) for non-exempt individuals in families residing in public housing. (1) It adds a new subsection (e) to section 3 of the U.S. Housing Act of 1937 (42 U.S.C. 1437a) applying those requirements—which generally mandate 20 hours per week of work, workfare, or qualified training for able-bodied adults ages 18-59 without dependents (ABAWDs), or disqualification after three months of benefits in any 36-month period, subject to exemptions (e.g., disability, pregnancy, or caring for a child under age 6)—to non-exempt members of public housing families. (2) It adds a new paragraph (22) to section 8(o) of the U.S. Housing Act (42 U.S.C. 1437f(o)), applying the same requirements to non-exempt members of families receiving tenant-based rental assistance (i.e., Housing Choice Vouchers). (Thus, non-compliance by a non-exempt individual may result in that individual's disqualification from the family's housing assistance, akin to SNAP.)
