This section expands the exemption from Renewable Fuel Standard (RFS) obligations for fossil fuel present in certain fuels by adding fuel for ocean-going vessels to the list that previously included only home heating oil and jet fuel. (As background, the RFS under Clean Air Act §211(o) requires obligated parties—refiners and importers of gasoline and diesel—to blend specified volumes of renewable fuel into the transportation fuel supply, with exemptions for fuels such as home heating oil and jet fuel used in nonroad applications.) The amendment applies beginning with the second calendar year after enactment of this Act; directs the EPA Administrator to promulgate implementing regulations within one year of enactment; and requires a report to the House Energy and Commerce Committee and Senate Environment and Public Works Committee within one year after final regulations describing the implementation.
