S. 901 — LIONs Act of 2025

This section increases the maximum Small Business Administration (SBA) participation in a Section 7(a) loan to $7.5 million (from $3.75 million) if the gross loan amount would not exceed $10 million (from $5 million). (The Section 7(a) loan program is the SBA's primary business loan guarantee program, which supports small business financing for purposes such as acquisition, construction, and working capital.)

This section increases maximum loan amounts the Small Business Administration (SBA) may make to state and local development companies for small business plant acquisition, construction, conversion, or expansion to $10 million (from $5 million) per small business concern for general purposes or public policy goals under section 695(d)(3) and to $10 million (from $5.5 million) per project for small manufacturers (i.e., NAICS sectors 31-33 with U.S. production facilities), energy consumption reductions of at least 10%, or renewable energy/fuels generation. (Thus, these loans—part of the SBA's 504 program enabling certified development companies to finance small business fixed assets—double prior limits across all categories.)
