S. 905 — Arsenal Workload Sustainment Act

This section establishes a five-year Arsenal Workload Sustainment Pilot Program, to be implemented by the Secretary of Defense not later than 90 days after enactment, to prioritize U.S. government-owned and operated Army arsenals (i.e., components of the organic industrial base for defense manufacturing) in public-private partnerships. In procurement actions or solicitations under the pilot program, the Secretary must add 20 percent to the price of any offer by a non-public partner (i.e., corporation, individual, university, or nonprofit) that does not use such an arsenal as a partner; the Secretary must further prioritize non-public partners that utilize the Army's Advanced Manufacturing Center of Excellence and ensure at least 25 percent of partnership activities are performed by Department of Defense employees. Not later than one year after enactment, the Secretary must submit to the armed services and defense appropriations subcommittees of Congress a report on pilot program activities and challenges, including (1) a breakout of prior-year arsenal workload by budget accounts achieved directly or via partnerships, (2) an assessment of budget accounts for future arsenal utilization irrespective of cost, (3) expected arsenal workload during the period covered by the future-years defense program under 10 U.S.C. §221, and (4) required capital investments for arsenal compliance and capacity.
