S. 913 — Return to Sender Act

This section repeals sections 70002 and 70003 of the Inflation Reduction Act of 2022—which appropriated $100 million ($50 million to NOAA for climate, weather, and storm data collection and modeling and $50 million to NIST for greenhouse gas measurement standards and tools) and $15 million to DOE ($10 million to the Office of Science and $5 million to the Office of Energy Efficiency and Renewable Energy for low-embodied carbon research, assessments, and technical assistance on construction materials)—and rescinds all unobligated balances of those amounts as of the date of enactment.
