This section establishes a definition of "evidence-based," when used with respect to an activity, service, strategy, intervention, or content of materials under the Workforce Innovation and Opportunity Act (WIOA), as demonstrating a statistically significant effect on relevant outcomes based on strong evidence from at least one well-designed experimental study, moderate evidence from at least one well-designed quasi-experimental study, promising evidence from at least one well-designed correlational study with statistical controls for selection bias, or a rationale based on high-quality research findings or positive evaluation with ongoing efforts to evaluate effects. (Thus, the definition applies across WIOA's core programs, which provide formula grants to states for training, employment, and supportive services for adults, youth, and dislocated workers.) The section further revises state plan requirements under WIOA section 102(b)(1) by (1) requiring a description of the extent to which statewide workforce development activities are evidence-based; and (2) requiring a description of strategies to prioritize funding of evidence-based programs using funds reserved for statewide activities under section 128(a).
