S. 931 — COMPLETE Care Act

This section establishes temporary payment incentives under the Medicare physician fee schedule (Part B) for behavioral health integration services (i.e., HCPCS codes 99484, 99492, 99493, 99494, G2214, and G0323, and successors as determined by the Secretary) furnished in 2027 at 175% of the otherwise applicable amount, in 2028 at 150%, and in 2029 at 125%; waives budget neutrality requirements for these increases; directs the Secretary of Health and Human Services, by January 1, 2026, to provide technical assistance to primary care practices adopting specified behavioral health integration models (e.g., Collaborative Care Model and Primary Care Behavioral Health model); and appropriates such sums as necessary for FY2025-FY2029 to fund the technical assistance. (Thus, the incentives increase payments to physicians and other practitioners to promote integration of behavioral health services into primary care, without offsetting reductions to other services.)
