S. 951 — Stop Comstock Act

This section amends federal criminal code provisions on the importation, mailing, and interstate transportation of obscene and related materials (18 U.S.C. §§552, 1461, and 1462) and importation prohibitions under the Tariff Act of 1930 (19 U.S.C. 1305(a)) to (1) eliminate references to "indecent," "immoral," and articles or drugs for causing abortion; (2) declare "all obscene materials" non-mailable, non-importable, and prohibited from interstate transport; (3) in 19 U.S.C. 1305(a), eliminate the exception for bulk imports of otherwise prohibited drugs; (4) update a cross-reference in 18 U.S.C. 1462 from "section 230(e)(2)" to "section 230(f)(2)" (i.e., definition under the Communications Decency Act); and (5) make conforming and simplifying language changes throughout.
