S. 960 — Justice for Murder Victims Act

This section (1) establishes, in new 18 U.S.C. §1123(a), that prosecutions for any homicide offense under title 18, U.S. Code, may proceed without regard to the time elapsed between the act or omission causing death and the victim's death (subject to applicable statutes of limitations under 18 U.S.C. §3282(a)), for acts or omissions after enactment; (2) prohibits, under new §1123(c), imposition of the death penalty for such offenses unless death occurs within one year and one day of the act or omission; and (3) revises the penalty for first-degree murder under 18 U.S.C. §1111(b) to imprisonment for any term of years or life—rather than death or life—if death occurs more than one year and one day after the act or omission.
