S. 966 — Traveler's Gun Rights Act

This section establishes definitions in 18 U.S.C. 921(a) for "State of residence" (new paragraph (38))—generally the state of an individual's residence, the permanent duty station (or daily commuting abode state) for active duty Armed Forces members or their spouses, or the state of a private mailbox or post office box if no physical residence exists—and "resident" (new paragraph (39)) as an individual satisfying those criteria for a given state; and strikes 921(b). It further amends National Instant Criminal Background Check System (NICS) requirements under 18 U.S.C. 922(t)(1)(D) to require firearm transfer record forms to include the transferee's residence address or, if lacking a physical residence in any state, a private mailbox or post office box address (in addition to a photograph). (Thus, the changes clarify residency standards for federal handgun sales, which generally prohibit licensed dealers from transferring handguns to non-residents of the dealer's state.)
