S. 993 — School Lunch Debt Cancellation Act of 2025

This section requires the Secretary of Agriculture, not later than 180 days after the date of enactment, to cancel all debts owed by households as of the date of enactment for school meals under the National School Lunch Program or School Breakfast Program, including through community eligibility (i.e., free meals for all students at high-need schools). The Secretary must use Commodity Credit Corporation funds to pay the cancelled amounts to local educational authorities owed by such households and provide confirmation of cancellation to the households. The section amends the Richard B. Russell National School Lunch Act (42 U.S.C. 1756) by adding subsection (e) to codify the Secretary's permanent authority to cancel such school meal debts using the same reimbursement mechanism.

This section authorizes the use of Commodity Credit Corporation (CCC) funds for the Commodity Supplemental Food Program (CSFP)—which provides USDA commodities to low-income women, infants, children, and elderly individuals—and The Emergency Food Assistance Program (TEFAP)—which provides USDA commodities to emergency feeding organizations serving low-income individuals. Specifically, it (1) extends CSFP funding from the Treasury through 2030 (from 2023) and authorizes additional CCC funds; and (2) revises TEFAP to specify the availability of any CCC funds used for the program and authorizes the Secretary to use additional necessary CCC funds.
