The section further states that Congress and the federal government, including the Trump administration, have a duty to constrain actions harming children's constitutional rights to only those strictly necessary for a compelling government interest and to institute intergenerational governing ensuring equal treatment of children and future generations. Finally, the section declares that all energy and climate laws, Executive Orders, regulations, and practices with long-term climate impacts must be consistent with protecting children's rights to life, liberty, property, and related interests—including a stable climate system—and with reducing atmospheric carbon dioxide to less than 350 parts per million by 2100.
