S.Con.Res. 20 — A concurrent resolution recognizing the 50th anniversary of the Helsinki Final Act and reaffirming the United States' commitment to its principles and values.

This section expresses the sense of Congress that (1) commemorates the 50th anniversary of the signing of the Final Act of the Conference on Security and Cooperation in Europe (Helsinki Final Act) and recognizes the importance of the Helsinki Principles and the Organization for Security and Co-operation in Europe (OSCE); (2) reasserts the U.S. commitment to the full implementation of the Helsinki Final Act and continued participation in the OSCE; (3) urges all OSCE participating states to abide by their Helsinki Final Act obligations, including respecting human rights and fundamental freedoms; (4) calls on public officials, educators, librarians, and the people of the United States to observe the anniversary with appropriate programs, ceremonies, and activities; and (5) conveys to all Helsinki Final Act signatory states that respect for human rights and fundamental freedoms, democratic principles, economic liberty, peaceful resolution of conflicts, respect for sovereignty and territorial integrity, and related commitments remain vital to security, prosperity, and peace in the OSCE region.
