S.Con.Res. 7 — An original concurrent resolution setting forth the congressional budget for the United States Government for fiscal year 2025 and setting forth the appropriate budgetary levels for fiscal years 2026 through 2034.

This section directs specified House committees to submit recommendations to the House Budget Committee by March 7, 2025, for changes in laws within their jurisdiction that achieve the following deficit effects for FY2025 through FY2034: (1) Agriculture, Education and Workforce, Energy and Commerce, and Natural Resources—to reduce the deficit by not less than $1 billion each; and (2) Armed Services—to increase the deficit by not more than $150 billion; (3) Homeland Security and Judiciary—to increase the deficit by not more than $175 billion each; and (4) Transportation and Infrastructure—to increase the deficit by not more than $20 billion. (These instructions implement the reconciliation process under the Congressional Budget Act of 1974, which enables expedited consideration of legislation to alter federal revenues, spending, or the debt limit to meet budget targets.)

This section directs specified Senate committees to submit legislative recommendations by March 7, 2025, achieving targeted deficit reductions or increases over FY2025 through FY2034—namely, (1) not less than $1 billion in deficit reduction from the Committee on Agriculture, Nutrition, and Forestry; (2) no more than $150 billion in deficit increase from the Committee on Armed Services; (3) no more than $20 billion in deficit increase from the Committee on Commerce, Science, and Transportation; (4) not less than $1 billion in deficit reduction from the Committee on Energy and Natural Resources; (5) no more than $1 billion in deficit increase from the Committee on Environment and Public Works; (6) not less than $1 billion in deficit reduction from the Committee on Finance; (7) not less than $1 billion in deficit reduction from the Committee on Health, Education, Labor, and Pensions; (8) no more than $175 billion in deficit increase from the Committee on Homeland Security and Governmental Affairs; and (9) no more than $175 billion in deficit increase from the Committee on the Judiciary. Upon receipt, the Senate Committee on the Budget must report a reconciliation bill incorporating all such recommendations without substantive revision. (Reconciliation, under the Congressional Budget Act of 1974, enables expedited Senate consideration of legislation changing revenues or spending to meet budget targets.)

This section establishes a reserve fund for reconciliation legislation compliant with this concurrent resolution's instructions. (a) House of Representatives.—Authorizes the chair of the House Budget Committee to revise committee allocations, aggregates, and other appropriate levels to accommodate the budgetary effects of such legislation (with compliance determined by the chair); and provides that the point of order under clause 10 of House Rule XXI does not apply to reconciliation legislation reported by the Budget Committee pursuant to section 2001. (b) Senate.—Authorizes the Senate Budget Committee chairman to revise committee allocations, aggregates, and other levels, and adjust the PAYGO ledger, to accommodate the effects of such legislation (with compliance determined by the chairman); and exempts such legislation from (1) the short-term point of order in section 404 of S. Con. Res. 13 (111th Congress), as amended by section 3201(b)(2) of S. Con. Res. 11 (114th Congress); and (2) the long-term point of order in section 3101 of S. Con. Res. 11 (114th Congress).

This section establishes a reserve fund for deficit-neutral legislation by authorizing (1) the Senate Budget Committee Chairman to revise committee allocations, aggregates, and other levels in this budget resolution—and adjust the pay-as-you-go ledger—for one or more bills or other measures that would not increase the deficit over FY2025 through FY2034; and (2) the House Budget Committee chair to revise committee allocations, aggregates, and other levels for one or more bills or conference reports that would not increase the deficit over the same period.

This section establishes a deficit-neutral reserve fund for legislation protecting the Medicaid program (title XIX of the Social Security Act)—which may include strengthening and improving Medicaid for the most vulnerable populations—and extending the life of the Federal Hospital Insurance Trust Fund (Medicare Part A). (Thus, the Senate Budget Committee chairman may adjust committee allocations, budget aggregates, and the pay-as-you-go ledger for such deficit-neutral legislation over FY2025–FY2034.)

This section establishes a deficit-neutral reserve fund for legislation reducing burdensome federal regulations, decreasing new spending arising from such regulations, and reasserting Congress's constitutional law-making role. It authorizes the Senate Budget Committee Chairman to revise committee allocations, aggregates, and other budget levels, and adjust the PAYGO ledger, for relevant measures provided they do not increase the deficit over FY2025-FY2029 or FY2025-FY2034.

This section directs the chair of the House Budget Committee to submit, and authorizes the chair of the Senate Budget Committee to submit, statements for publication in the Congressional Record containing committee allocations consistent with title I if the FY2025 concurrent budget resolution is adopted without a conference committee. (As background, section 302 of the Congressional Budget Act requires budget resolutions to allocate new budget authority and outlays to committees, normally via a joint explanatory statement with a conference report; these statements enforce that requirement.) In the House, the statement must include (1) FY2025 allocations to the Appropriations Committee and (2) FY2025 and FY2025-2034 allocations to other committees; in the Senate, it may include (1) FY2025 allocations to the Appropriations Committee and (2) FY2025, FY2025-2029, and FY2025-2034 allocations to other committees.

This section requires the report or joint explanatory statement accompanying the concurrent resolution on the budget to include, in the section 302(a) allocations to the Senate and House Appropriations Committees, discretionary administrative expenses of the Social Security Administration and United States Postal Service, notwithstanding section 302(a)(1) of the Congressional Budget Act of 1974, section 13301 of the Budget Enforcement Act of 1990, and section 2009a of title 39, United States Code. (Thus, for section 302(f) enforcement in each chamber, estimates of new budget authority and outlays for a measure must include those discretionary amounts.)

This section establishes procedures for adjustments to allocations, aggregates, and other budgetary levels made pursuant to this concurrent resolution, requiring such adjustments to (1) apply while the measure is under consideration, (2) take effect upon enactment, and (3) be published in the Congressional Record as soon as practicable. It further provides that revised levels are treated as the levels in this concurrent resolution for purposes of the Congressional Budget Act of 1974 and that levels of new budget authority, outlays, direct spending, new entitlement authority, revenues, deficits, and surpluses are determined by estimates of the chair of the Budget Committee of the applicable House of Congress.

This section authorizes the Chair of the Senate Committee on the Budget, during the 119th Congress, to adjust—consistent with an enacted law revising the discretionary spending limits under section 251(c) of the Balanced Budget and Emergency Deficit Control Act of 1985 (2 U.S.C. 901(c))—(1) allocations to Senate committees under section 302(a) of the Congressional Budget Act of 1974 (2 U.S.C. 633(a)); and (2) all other budgetary aggregates, allocations, levels, and limits established in this concurrent resolution. (As background, section 302(a) requires a budget resolution's joint explanatory statement to allocate total new budget authority and outlays to committees with jurisdiction over spending legislation.)

This section authorizes adjustments to the concurrent resolution's aggregates, allocations, and other budgetary levels to reflect changes in concepts and definitions under the Balanced Budget and Emergency Deficit Control Act of 1985 (i.e., revisions to discretionary spending limits to account for statutory changes in how budgetary amounts are calculated). Specifically, (1) in the House of Representatives, the chair of the Committee on the Budget may make such adjustments consistent with section 251(b)(1); and (2) in the Senate, upon enactment of a bill or joint resolution providing for such a change, the chair of the Committee on the Budget may make adjustments in accordance with section 251(b).

This section authorizes the chairs of the House and Senate Budget Committees to adjust allocations, aggregates, and other appropriate budgetary levels in this concurrent resolution to reflect updates to the Congressional Budget Office's (CBO) baseline budget projections for FY2025 through FY2034, including effects of legislation enacted before adoption of this resolution.

This section adopts the provisions of this title as an exercise of the rulemaking powers of the Senate and the House of Representatives, making them part of the rules of each House (superseding other rules only to the extent of any inconsistency), and recognizes the constitutional right of either House to change those rules at any time in the same manner as any other rule.
