S.J.Res. 1 — A joint resolution proposing an amendment to the Constitution of the United States relative to limiting the number of terms that a Member of Congress may serve.

This section proposes a constitutional amendment establishing term limits for members of Congress, which becomes valid upon ratification by the legislatures of three-fourths of the states within seven years of congressional submission. The amendment provides that (1) no person who has served three terms as a Representative is eligible for election to the House, with an election to fill a vacancy counting as one term if it exceeds one year; (2) no person who has served two terms as a Senator is eligible for election or appointment to the Senate, with an election or appointment to fill a vacancy counting as one term if it exceeds three years; and (3) no term beginning before ratification counts toward these limits.
