S.J.Res. 100 — A joint resolution to direct the removal of United States Armed Forces from hostilities against vessels operating in the Caribbean Sea or the Eastern Pacific Ocean that have not been authorized by Congress.

This section sets forth five congressional findings asserting that (1) Congress holds sole power to declare war under the Constitution; (2) Congress has not declared war or authorized force regarding U.S. Armed Forces strikes on vessels in the Caribbean Sea or Eastern Pacific Ocean since September 2, 2025; (3) those strikes constitute hostilities under the War Powers Resolution (50 U.S.C. 1541 et seq.); (4) pursuant to section 5(b) of the War Powers Resolution, the President must terminate such use of forces after 60 days absent a declaration of war, statutory authorization, extension, or congressional inability to meet due to attack—and 60 days have passed since notification without such action; and (5) certain expedited procedures apply to resolutions requiring removal of unauthorized forces.

This section directs the President to terminate the use of United States Armed Forces for hostilities against vessels operating in the Caribbean Sea or the Eastern Pacific Ocean, pursuant to the expedited congressional procedures of 50 U.S.C. 1546a (i.e., for measures requiring removal of U.S. forces from unauthorized hostilities), unless explicitly authorized by a declaration of war or specific authorization for use of military force. It specifies that nothing in the section precludes U.S. self-defense against an armed attack or imminent threat thereof.
