This section proposes an amendment to the U.S. Constitution, valid upon ratification by the legislatures of three-fourths of the states, that (1) establishes a fundamental right to vote in any public election held in their jurisdiction of residence for every U.S. citizen of legal voting age; (2) prohibits denial or abridgment of that right by the United States, any state, or political subdivision unless furthering a compelling governmental interest by the least restrictive means; (3) repeals the phrase “or other crime” from Section 2 of the Fourteenth Amendment (thus, removing the exception allowing states to disenfranchise individuals for crimes other than rebellion or insurrection without penalty under that provision’s apportionment formula); and (4) authorizes Congress to enforce the amendment and protect the right through legislation.
