S.J.Res. 2 — A joint resolution proposing amendments to the Constitution of the United States relative to the line item veto, a limitation on the number of terms that a Member of Congress may serve, and requiring a vote of two-thirds of the membership of both Houses of Congress on any legislation raising or imposing new taxes or fees.

This section proposes three amendments to the Constitution of the United States, which become valid upon ratification by legislatures of three-fourths of the states within seven years of congressional submission. (1) Authorizes the President to reduce or disapprove any individual appropriation in a bill or joint resolution presented under Article I, section 7; requires the President, within 10 days, to return the affected portion and objections to the originating House; and allows Congress to consider the reduced or disapproved appropriation separately under standard veto override procedures. (2) Limits eligibility for election to six terms as a Representative (including any vacancy filling for more than one year) or two terms as a Senator (including any vacancy filling for more than three years), excluding terms begun before ratification. (3) Requires legislation imposing or authorizing a new tax or fee, or raising an existing tax or fee (including rate increases, fixed-amount increases, or decreases in exemptions, waivers, credits, or deductions), to contain no other subject and pass each House by an affirmative two-thirds vote of Members duly chosen and sworn.
