S.J.Res. 48 — A joint resolution proposing an amendment to the Constitution of the United States to limit the number of terms an individual may serve as a Member of Congress.

This section proposes a constitutional amendment—valid upon ratification by legislatures of three-fourths of the states within seven years—to establish term limits for members of Congress (previously unlimited). The amendment (1) limits service as a Representative to six two-year terms (i.e., 12 years), with any service exceeding one year in a term counting as a full term regardless of who completes it; (2) limits service as a Senator to two six-year terms (i.e., 12 years), with any service exceeding three years in a term counting as a full term regardless of who completes it; and (3) exempts any service as a Representative or Senator prior to the 118th Congress (which began in January 2023).
