S.J.Res. 90 — A joint resolution to direct the removal of United States Armed Forces from hostilities within or against Venezuela that have not been authorized by Congress.

This section states six congressional findings concerning U.S. Armed Forces activities in or against Venezuela. The findings assert that such activities constitute hostilities or imminent involvement therein under the War Powers Resolution (50 U.S.C. 1543(a)); no declaration of war or specific statutory authorization for use of military force exists; a full congressional briefing, debate, and vote are required; and expedited procedures apply to legislation requiring removal of forces (citing 50 U.S.C. 1546a).

This section directs the President, pursuant to 50 U.S.C. 1546a (i.e., expedited procedures for congressional consideration of measures requiring removal of U.S. Armed Forces from unauthorized hostilities) and in accordance with section 601(b) of the International Security Assistance and Arms Export Control Act of 1976, to terminate the use of United States Armed Forces for hostilities within or against Venezuela unless explicitly authorized by a declaration of war or specific authorization for use of military force. This section specifies that nothing in the section shall be construed to prevent the United States from defending itself from an armed attack or threat of an imminent armed attack.
