S.Res. 123 — A resolution recognizing the contributions of the Charles B. Rangel Graduate Fellowship Program, the Thomas R. Pickering Foreign Affairs Graduate Fellowship Program, the William D. Clarke, Sr. Diplomatic Security Fellowship, and the Donald M. Payne International Development Graduate Fellowship Program in advancing the national security and the development and diplomacy efforts of the United States.

This section states the sense of the Senate that (1) the United States should recruit, hire, and retain employees from the broadest talent pool for foreign affairs agencies; (2) the Charles B. Rangel Graduate Fellowship Program, Thomas R. Pickering Foreign Affairs Graduate Fellowship Program, William D. Clarke, Sr. Diplomatic Security Fellowship, and Donald M. Payne International Development Graduate Fellowship Program are statutorily mandated bipartisan programs addressing underrepresentation of women, racial and ethnic minorities, economically disadvantaged individuals, and rural populations in the Department of State and USAID; (3) such fellowships and career entry programs are important to U.S. national security and foreign policy; and (4) U.S. taxpayers have substantially invested in these programs to recruit and train talent for the Department of State and USAID.
