This section expresses the sense of the Senate that (1) it condemns atrocities committed by all warring parties in Sudan and genocide by the Rapid Support Forces (RSF) and allied militias against the Masalit people and other non-Arab ethnic groups in Darfur; (2) there should be an immediate end to the war and all violence and atrocities in Sudan; (3) the United Nations Security Council should expand the Darfur arms embargo to all Sudanese territory and actors, include dual-use equipment, establish stringent sanctions enforcement, and create mechanisms for unfettered humanitarian aid delivery and civilian protection; (4) the United Nations General Assembly should pass a resolution calling for a nationwide ceasefire, recognizing atrocities in Sudan, and supporting an effective arms embargo, unfettered aid delivery, and civilian protection; and (5) the U.S. government should increase support for civil society monitoring of atrocities and weapons deliveries and for humanitarian aid delivery, improve mechanisms for documenting atrocities and weapons supply chains, resume foreign assistance to famine-stricken areas, develop psychosocial support for victims of conflict-related sexual violence, and press the United Nations, African Union, and allies to condemn atrocities, enforce an arms embargo, ensure aid delivery and civilian protection, pressure the Sudanese Armed Forces (SAF) and RSF to end the conflict, and compel external actors to adhere to the arms embargo.
