S.Res. 128 — A resolution recognizing March 14, 2025, as "Black Midwives Day" and the longstanding and invaluable contributions of Black midwives to maternal and infant health in the United States.

This section recognizes March 14, 2025, as Black Midwives Day and (1) encourages the federal government, states, and localities to address racial disparities in maternal health outcomes by diversifying the perinatal workforce and increasing access to culturally congruent care; (2) commits the Senate to collaborating with stakeholders on policies promoting health equity and Black midwifery; (3) calls for increased funding for Black midwives' education, training, and preceptors; removal of barriers to preceptors and accreditation; financial support for students and preceptors; and mentorship programs; (4) encourages authorization of autonomous midwifery practice to the full extent of training; (5) promotes TRICARE and Medicaid coverage of maternity care by midwives of all training pathways; (6) encourages destigmatization and decriminalization of midwifery in settings chosen by pregnant individuals (i.e., homes, birth centers, clinics, or health units); and (7) recognizes contributions of Black midwives to maternal and infant health.
