This section expresses the sense of the Senate supporting the designation of April 1, 2025, through April 30, 2025, as Fair Chance Jobs Month and supports efforts to (1) ensure stable employment, housing, healthcare, and nutrition for individuals impacted by incarceration; (2) dismantle barriers to fair-chance hiring such as licensing, employer liability, and insurance restrictions; (3) expand workforce development programs for returning citizens and formerly incarcerated individuals, including pre-apprenticeship and registered apprenticeship programs, career coaching, résumé-building, technology literacy, skillset development, and employer education on fair-chance hiring; (4) match job providers with returning citizens and formerly incarcerated individuals; (5) support labor unions and worker organizations in engaging such individuals; (6) publicize work opportunities open to applicants with prior arrest or conviction records; and (7) foster collaboration among federal, state, and local governments, community organizations, advocacy groups, employers, labor unions, and affected individuals.
