S.Res. 199 — A resolution expressing support and appreciation for the efforts of the Republic of Romania and the Republic of Moldova to defend democracy and combat malign Russian interference.

This section expresses the sense of the Senate that (1) it supports and appreciates the efforts of Romania and Moldova to strengthen sovereignty and democracy amid Russian pressure; (2) it applauds Romania-Moldova energy sector cooperation to reduce reliance on Russian exports; (3) it supports Romania's role in NATO and the EU; (4) it supports Moldova's EU aspirations; (5) it condemns Russian coercion of sovereign states including Romania and Moldova; (6) the international community, including the EU, should increase support for their democracies ahead of 2025 elections, including by releasing the full European Commission report on Russian interference in the 2024 Romanian presidential election (including via TikTok) and imposing disciplinary actions and best practices; and (7) the U.S. government should strengthen bilateral and multilateral engagements with Romania and Moldova and enhance support for their security and election integrity ahead of Romania's presidential election in May 2025 and parliamentary election in September 2025.
