S.Res. 248 — A resolution expressing the need for the Federal Government to establish a national biodiversity strategy for protecting biodiversity for current and future generations.

This section expresses the sense of the Senate that it is in the national interest for the federal government to establish a national biodiversity strategy to conserve and restore U.S. biodiversity, secure ecosystem services, achieve UN Sustainable Development Goals, promote equity in conservation, coordinate federal actions, collaborate with state, Tribal, and nongovernmental partners, honor federal trust obligations to Tribes, and lead globally on the biodiversity crisis. The strategy should direct achieving a national 30x30 goal of conserving at least 30% of U.S. lands and waters by 2030; protecting threatened, endangered, and at-risk species; implementing climate adaptation and mitigation (including Paris Agreement commitments, climate refugia and corridors, and renewable energy development); reviewing and recommending updates to relevant laws, plans, and programs; integrating biodiversity into federal activities (including foreign policy); advancing conservation on state, Tribal, and private lands; incorporating indigenous knowledge; ensuring equitable access and inclusive decisionmaking for underserved communities; establishing quadrennial biodiversity assessments reported to Congress; prioritizing research; assessing U.S. international roles in biodiversity; and funding conservation while reducing harmful subsidies.
